Alliance option is now showing up, but I'm at work and can't see if it's actually fixed.

Does anyone know if it's working and if it is any details on what the whole thing does.

I accepted my guild's alliance invitation this morning. Chatted with my alliance mates briefly in alliance that and then headed out to work.

So its looks to be live. But I haven't done so much poking around yet.
